this is a question that you should direct to your local licensing authority. since they allow the plates to go on a vehicle, they could tell you what you need to know.

what could make a motorcycle salvage? hitting a guard rail at 70 mph. trying to run a yellow light and the guy in front puts on the brakes. anything that would/could alter the manufactures specifications on the frame. so if the right side down tube is out by 0.003 in then by the time you get out to the wheel, it is tilting to the right by 15 degrees. not a safe way to ride at 100 mph. buy a wrecked bike, then get a new frame and transfer the parts over. buy new when you have to. then it might register as a rebuild instead. and always, keep the receipt for the frame safe. give it to te buyer when you sell it.

a Salvage Title just means that the bike was deemed a Total Loss and someone fixed it. The bike can still be in very good condition and even mechanically sound before the repairs take place. Check with an insurance company about insuring it. I would also ask for pictures of it when it was wrecked to see what type of damage it had. Also have someone check the frame and Rake angle. Hope it works out for you
